WHAT IS ROGO?

The Rate of Growth Ordinance (ROGO) is the system for obtaining a building permit in unincorporated Monroe County, including all of Key Largo. Under ROGO, points are awarded for a variety of items such as platted locations, additional insulation, adding a cistern or buying unbuildable lots and donating them to the County. Points can be deducted as well when there are endangered species on the lot, for example. A limited number of permits are awarded quarterly based on this point system. For more information about ROGO or other County permitting systems, contact your Realtor who can respond and/or direct you to the appropriate Building Department.
